That the City Development Plan recognises that the River Poddle needs flood defences in the event of an extreme weather event and to provide for this in the new plan.
Chief Executive’s Report
Dublin City Council has prepared a Strategic Flood Risk Assessment (SFRA) which will be displayed alongside the pre-draft plan on public display. This SFRA has been prepared in accordance with the Guidelines for Planning Authorities on the Planning System and Flood Risk Management, and Technical Appendices.
It is the policy of Dublin City Council to reduce the flood risk on all of the rivers of Dublin, to at least the current national standard, as far as is reasonably possible. In this regard a number of policies and objectives have been included in the pre-draft plan (see pages 117-118) to deal specifically with flooding.(see policies SI9, SI10, SI11, SI12, SI13, SI14, SI15, SI16, and objectives SIO8, SI09, SIO10, SI011, and SIO12).
Following the flooding in 2011, Dublin City Council requested the Office of Public Works (OPW) to fast-track the Catchment Flood Risk Assessment and Management Study (CFRAMS) of the river Poddle. This was carried out as well as providing extra funding for same. Documents are currently being finalised to procure a consultant to bring the preferred scheme to the feasibility, planning, and detailed design stage. It should be noted that most of the proposed flood alleviation works are within South Dublin County Council and Dublin City Council will work closely with the OPW and relevant bodies in this regard to progress the works.

Having regard to the above report;
Retain existing text and policies as set out in Section 9.5.3 (pages 116 – 118)

Chapter 3 – Community Infrastructure

That the South Dublin County Council Development Plan should make additional provision for outdoor gyms in the Dublin 12/6W area. Locations such as Dangan Park, Muckross Green, Priory Walk/Hall, Wainsfort Manor Drive and the Green Area between Fortfield Road and Wainsfort Grove should be considered as long as there is proper community consultation and a demand for them in the aforementioned areas.
Reason: To increase residential amenities and facilities for the area.

That the South Dublin County Council Development Plan should make provision for additional flood defences along the River Poddle.
Reason: Due to an increase in extreme weather the river is likely to flood again into the future as it did in 2011. Flood defences would contribute to the well-being of residents near the Poddle and give them peace of mind.
Chapter 9 – Heritage, Conservation & Landscapes

That the South Dublin County Council Development Plan should strive to protect the more than one century old agricultural cottages in the Knockmitten, Fox and Geese and Ballymount area.
Reason: To ensure a sustainable mix of development, build strong communities and contribute to the heritage and character of the area.
